State Shinto believes that some of the teachings of the Shinto religion should be enforced for the befit of the state. Some of these teachings like the emperor being descended of the Shinto sun goddess Amaterasu, Kami's, and shrines for worship. Shinto is mostly used for nationalistic purposes and the Japanese identity. He also believes in the existance of a class of spirits called "Yokai", which can be malevolent, mischevous or benevolent to humans.
