A benevolent dictatorship would crack down on criminals heavily while investing in welfare and securing social justice for minorities and attempting to create a strong stable and tolerant state by making the rich provide for the poor as long as the poor work and do not commit crime. As well as ensuring that protected minorities are safe and respected by others.
