Gaddafi considered liberal democracy to not represent true democracy as true democracy is the rule of the people rather than representatives who are really representing their own interests and not the people. He considered the only way to get around this was direct democracy with the use of popular conferences. On the question of law he rejected any secular law and wanted law to be based on Religion he considered this to be in line with democracy as religion is practiced by all the people in society.
