Combatocracy can vary a lot. But generally, he speaksis portrayed as a character who practices boxing and martial arts as well as like a stereotypical, 1980s-1990s school bully. Which manifests as him calling people nerds, weaklings, et cetera. He also acts similarly, giving people wedgies, tying them to flagpoles, shoving them in lockers, blowing spitballs, pushing them in mud and, if his victim has a prop, playing keep-a-way.

He claims to have a code of honor, but takes great joy in harassing those weaker than him. He also may be a lackey to stronger bully character like Kraterocracy, thus depicting the relationship between a boxer and a bodybuilder.

For further guidance, model him off the behavior of Nelson Muntz from the Simpsons.
