Hydrarchy literally meaning Rule of the Waters is a term used to refer to a system of government in which political power is concentrated in pirates or more generally in sailors. The ideology itself is used to ideologically represent actual pirates (as opposed to the internet kind), especially historically.
Pirate societies were historically Stateless Societies, who also believe in semi-equal wages (a captain only got twice as much as an average pirate).
Piracy might also support both right-wing or left-wing economically.
